Yes, it is possible for students to submit after the survey closes, in rare situations. We had to make a decision: what if a student has a survey open at the time the survey closes:
A. Disallow surveys submitted just after the survey closes
B. Allow the survey to be accepted and update the statistics accordingly
We chose B. After the survey is submitted to the closed survey the cached results are removed and the received count is updated.
