If the survey is not open yet, the group e-mail can't 'see' the recipients yet. The solution is to click the re-create list (clock option) in step 2 of the group email process AND/OR select ignore all dates in step 3 of the group email process. This will let the group e-mail 'see' the potential list of recipients and allow the rest of the steps to be finished.
